Can bishops disburse more in fast offerings than they receive in contributions?
Answer:
The amount of assistance provided by a bishop to a needy member of the Church is determined by need and by guidance of the Holy Spirit. When fast-offering expenditures will exceed contributions in a ward, the bishop and stake president counsel together to make sure that the bishop and ward members correctly understand and apply principles of self-reliance and providing for the poor and needy.
