How do needy persons gain access to Church welfare services?

All welfare assistance in the Church, including assistance given to transients, is authorized by the ordained and set-apart bishop of a standing ward of the Church. Needy members and others may be referred to a welfare service by the bishop of the ward in which they reside. Bishop's order forms are available to bishops for making such referrals.
